 There is an interesting free portable tool SteamMover able to "move" installed applications from one drive to another.
 The tool uses a Windows feature  called NTFS junction points or soft links.

  There are following limitations to use this tool

  •  it works only for NTFS formatted drives.
  •  it works only between partitions located on the same physical drive.
  •  Author claims that the tool does not work on Windows XP ( however Junction points are supported in Windows XP)
